Church seems as if it would be the last place where child abuse can occur, but it happens more often than we might think. About 30% of child abuse cases involve religious organizations, and 90% of children know their abuser. To minimize the risk of inappropriate interactions with youth, as well as unfounded accusations of adults who work with them, OUMC this year formed a team to revamp its Safe Sanctuary policy. Led by Laura Patterson, team members are Nancy Duttry, Chuck Gordon and Bill Kepp.
OUMC has had a Safe Sanctuary policy in the past, and implemented good practices such as windows in classroom doors. However, the current Safe Sanctuary policy goes further and requires adult leaders to be trained in Safe Sanctuary policies, to be active in the church for at least six months, be at least five years older than youth with whom they work, and undergo a criminal background check. Leaders also are trained in safe dismissal practices and how to report an alleged incident to the Department of Social Services.
Laura Patterson explains that the new practices help satisfy a mandate from the United Methodist Church and also requirements from OUMC’s insurance company. But, she says there is a more important purpose. “In addition to maintaining an environment where children are safe, it’s good to raise general awareness of child abuse and neglect. We serve children beyond our congregation for whom we could become lifelines,” she says. Adult leaders are trained in how to recognize signs of possible abuse or neglect.
Although OUMC’s Safe Sanctuary movement began with the goal to reduce chances of child abuse, it has been expanded to include vulnerable adults (anyone 18 or older with diminished physical, mental or emotional capabilities) and situations such as an active shooter. The guidelines also extend beyond church walls to include community youth who meet with OUMC volunteers on and off church grounds. The team’s goal is to ensure that the church conducts all its ministries in a safe environment for its congregants.
